Preface
This is the sixth edition of No. 1 of a series of Standards issued under Part III of the Canadian Electrical Code.
As did the fifth edition, this sixth edition includes only the requirements for construction of overhead systems. A separate Standard, C22.3 No. 7, has been published for construction of underground systems.
This edition includes errata to the previous edition as well as amendments to Clauses 2 and 4.3.3 and a new Table 3. The amendments and Table pertain to crossings over navigable waterways.
The purpose of the Appendices is to provide explanatory reasoning and background information to assist in understanding and applying the Standard. It is not the intent of the Appendices to modify the requirements of any of the clauses in the Standard and if there appears to be any discrepancy, the clause as stated in the Standard governs.
The use in the Standard of terms such as where practicable is not intended to provide an opportunity or an excuse for not meeting the minimums called for, but to indicate the preferred separation or action. Usually certain minimum requirements that must be met under any condition are associated with the situation in which such terms are used. When an alternative is not stated the best engineering solution approaching the preferred action as closely as circumstances will permit is to be used. When more than one rule applies, they must all be satisfied.
This Standard was prepared by the Technical Committee on Overhead Lines under the jurisdiction of the Standards Steering Committee on the Canadian Electrical Code, Part III and was formally approved by these Committees. It has been approved as a National Standard of Canada by the Standards Council of Canada.
Scope
1.1
This Standard applies to the lines and equipment of electric supply and communication utilities located entirely outside of buildings and fenced supply stations.
1.2
This Standard, which forms part of the Canadian Electrical Code, Part III, covers the requirements for construction of overhead systems. It includes electric supply and communication circuits installed alone, in joint use, or in proximity to each other or other facilities; crossing each other or other facilities; or crossing railways or highways, or land likely to be traversed by vehicles or pedestrians.
1.3
The requirements contained in this Standard do not constitute complete construction specifications but only prescribe the minimum design requirements that are most important from the points of view of
(a) safety to persons;
(b) continuity of service; and
(c) protection of property.
1.4
Conditions not covered herein shall be governed by the appropriate requirements or equivalent standards in common use, or as required by constituted authority.
1.5
In some rules, specific types of construction are envisaged. This does not preclude the use of other types of construction arising out of the continuing development of the art, provided that the engineering representatives of the party or parties involved have evidence as to their safety and suitability.
