This is the first edition of CSA EXP11, Canadian method for risk evaluation and assessment for railway systems. This Express Document is not a consensus publication; that is, it is not a Standard and it has not been formally reviewed or approved by a CSA Technical Committee.

This Express Document was prepared and reviewed by the Working Group on Canadian Method for Risk
Evaluation and Assessment for Railway Systems.
Scope
1.1 General
This Express Document (herein referred to as this Document) applies to proponents making any change to a railway system that is technical, operational, or organizational in nature.
In regards to organizational changes, only those changes that could impact the operational or maintenance processes are subject to consideration in accordance with the requirements of Clause 4.
1.2 Terminology
In this Document, shall is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with this Document; should is used to express a recommendation or that which is advised but not required; and may is used to express an option or that which is permissible within the limits of this Document.
Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material.
Notes to tables and figures are considered part of the table or figure and may be written as requirements.
Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
