Preface
This is the first edition of CSA Standard CAN3-N289.4, Testing Procedures for Seismic Qualification of CANDU Nuclear Power Plants.
Development of this Standard began in 1976 under the sponsorship of the Canadian Nuclear Association’s Codes, Standards, and Practice Committee. In 1977 the decision was made to promulgate this document as a CSA Standard.
Standards in the N289 Series were initiated in response to a recognition by the utilities and industries concerned with nuclear structures in Canada of a need for the documentation of standards applicable to the seismic qualification of nuclear structures and components of a CANDU nuclear power plant.
The purpose of this Standard is to provide a basis for the development of specifications for seismic qualification by testing, and to aid equipment purchasers, suppliers, and testing laboratories in selecting the appropriate test method(s) for performing acceptable seismic qualification tests that meet a quality
and standard commensurate with the safety principles necessary to comply with the Canadian nuclear safety philosophy.
This Standard is one of the N289 Series of Standards, which comprises the following:
CAN3-N289.1 General Requirements for Seismic Qualification of CANDU Nuclear Power Plants
CAN3-N289.2 Ground Motion Determination for Seismic Qualification of CANDU Nuclear Power Plants
CAN3-N289.3 Design Procedures for Seismic Qualification of CANDU Nuclear Power Plants
CAN3-N289.4 Testing Procedures for Seismic Qualification of CANDU Nuclear Power Plants
CAN3-N289.5 Instrumentation, Inspection and Records for Seismic Qualification of CANDU Nuclear Power Plants
Users of this Standard are reminded that the design, manufacture, construction, commissioning, operation, and decommissioning of nuclear facilities in Canada are subject to the provisions of the Atomic Energy Control Act and Regulations. Thus, requirements additional to those specified in this Standard
may be imposed by the Atomic Energy Control Board.
This Standard was prepared by the CSA Technical Committee on Seismic Qualification of CANDU Nuclear Power Plants under the jurisdiction of the Standards Steering Committee on Nuclear Standards and was formally approved by these Committees.
It has been approved as a National Standard of Canada by the Standards Council of Canada. June 1986
Note: Although the intended primary application of this Standard is stated in its Scope, it is important to note that it remains the responsibility of the user of the Standard to judge its suitability for his or her particular purpose.
Scope
1.1
This Standard defines the consideration and requirements for performing an acceptable seismic qualification test and presents the different test methods that may be used.
Note: Selected safety related systems are required to be seismically qualified. (See CSA Standard CAN3-N289.1.) Qualification may be by analysis or testing, or a combination thereof, depending on the nature and complexity of the equipment. CSA Standard CAN3-N289.3 specifies methods of qualification by analysis.
1.2
This Standard is intended to provide a basis for developing specifications for seismic qualification by testing, and to aid equipment purchasers, suppliers, and testing laboratories in selecting the appropriate test methods for performing a seismic qualification test.
1.3
This Standard presents several acceptable methods with the intent of permitting the user to make a judicious selection from among the various options. In making such a selection, the user of this Standard should choose those test methods which best recognize the characteristics of a particular piece of equipment.
Note: It should be recognized that seismic qualification forms only a portion of the overall equipment qualification program. It is important that the qualification program for a component include consideration of all operational loadings (seismic, environmental, aging, thermal, and mechanical stresses, etc) for which the component must demonstrably meet its performance objectives.
