Preface
This is the first edition of CSA Preliminary Standard B621, Selection and Use of Highway Tanks, Portable Tanks, Cargo Compartments and Containers for the Transportation of Dangerous Goods, Classes 3, 4, 5, 6, and 8, in Bulk by Road.
This Standard is one of a series of Standards that have been prepared for use in conjunction with the Transportation of Dangerous Goods Regulations. It should be noted that since the Regulations may adopt this Standard with certain exceptions or additional requirements, the Regulations must be consulted to determine where their requirements are at variance with those of this Standard.
This Standard was prepared giving due consideration to current industry practices in North America, the US Code of Federal Regulations (title 49), and the Recommendations of the United Nations Committee of Experts. The requirements in the Standard for portable tanks for the transportation of dangerous goods are essentially based on the corresponding highway tank requirements as accepted by current industry practices. CSA Standard B338, now B620, Highway Tanks and Portable Tanks for the Transportation of Dangerous Goods, must be referred to for design, construction, testing, and inspection requirements.
This Standard was prepared by the Subcommittee on Selection and Use of Highway Tanks, Portable Tanks, Cargo Compartments and Containers for the Transportation of Dangerous Goods, Classes 3, 4, 5, 6, and 8, in Bulk by Road, and was formally approved the CSA Technical Committee on Highway Tanks and Portable Tanks for the Transportation of Dangerous Goods by Road.
Scope

This Standard sets forth the requirements for the selection and use of highway tanks, portable tanks, cargo compartments and containers as means of containment for bulk dangerous goods of Classes 3, 4, 5, 6, and 8 when transported by road.
1.2
This Standard sets forth the requirement sfor the handling, filling, and unloading of highway tanks, portable tanks, cargo compartments and containers when used as means of containment for the transportation of dangerous goods of Classes 3, 4, 5, 6, and 8 in bulk by road.
Notes:
(1) In this Standard, the portable tank category does not include intermodal portable tanks for multimodal transportation or freight containers constructed to ISO Standards.
(2) This Standard is not intended to be a manual for the selection of the appropriate means of containment for the transportation of dangerous goods. Rather, it simply sets out certain minimum requirements. In particular, this Standard does not address the chemical compatibility between dangerous goods and the various materials of construction. Consequently, it is essential to exercise competent technical and engineering judgement in conjection with this Standard.
(3) Where the requirements of this Standard are at variance with the requirements stated in the Transportation of Dangerous Goods Regulations, the requirements of the Regulations take precedence.
