FACTORY CONSTRUCTED BUILDINGS AND STRUCTURES - Prefabricated Homes

COVERAGE:

Prefabricated residential dwellings; manufactured in compliance with Part 9 of National Building Code of Canada as provincially and territorially amended. These residential dwelling units are manufactured at a central facility; complete with electrical wiring, gas, plumbing and mechanical; for installation or connection to other modules in the dwelling sites. These units, when completely assembled on sites, are equipped with normal facilities for connection to municipal water, sewage, electrical or gas services. CSA certification covers the construction of the structure and any factory installed plumbing, gas and electrical services, and is intended to obviate the necessity of further inspection in the factory by the local regulatory authorities. Site interconnection of modules, site completion of structural systems and connection to services are outside the scope of CSA certification, they must be finished as specified in the electrical, plumbing, mechanical and building drawings and are subject to permits and inspections by the local authorities having jurisdiction.

This certification service applies to the construction of detached, semi-detached and row houses, together with their ancillary private storage garages, provided such houses:

  1. have no shared service spaces such as attics, crawl spaces, service shafts or service rooms;
  2. are self-contained with respect to heating and ventilation; and
  3. have a building area not greater than 600 m2, and building height of not more than 3 storeys.

NOTES:

  1. This certification service does not include day care facilities, commercial/industrial units, apartment buildings, hotels, motels or detention occupancy buildings.
  2. This certification service does not include panelized homes or buildings.
  3. This certification does not cover homes sometimes referred to as 'Tiny Homes' or 'Tiny Cabins' that do not comply with the applicable requirements of CSA A277.
  4. Interconnection of modules, completion of structural systems and connection to services must be finished on site as specified in the electrical and building permits and are subject to inspection by the local authorities having jurisdiction.
  5. When welded steel structures form part of the structures of these buildings; the manufacturer will be required to obtain certification from the Canadian Welding Bureau (CWB) to the requirements of CSA W47.1 standard.

Procedure
for Certification of Prefabricated Buildings, Modules, and Panels

MARKING:

The manufacturer is required to apply the following markings:

  • Products shall be marked with the markings specified by the particular product standard.
  • Products certified for Canada shall have all Caution and Warning markings in both English and French.

 

Additional bilingual markings not covered by the product standard(s) may be required by the Authorities Having Jurisdiction. It is the responsibility of the manufacturer to provide and apply these additional markings, where applicable, in accordance with the requirements of those authorities.

A permanent and legible label shall be applied to each prefabricated home in a location that will be visible on completion of the building. In the case of a multi-unit or multi-suite building, each unit or suite shall be marked. The label shall include the following:  

  1. CSA Label Material #1001997 for Prefabricated Homes; and
  2. Interior Markings:

The following information shall be marked in English and French in a permanent and readily visible manner in the interior of each home:

a.    the manufacturer’s name and address;

b.    the model, serial number, product code and part number as applicable;

c.    the date of manufacture;

d.    a statement indicating that construction was carried out in a factory;

e.    as applicable, the building code(s) and standards met by the home;

f.     as applicable, a list of components, assemblies and systems to be completed on site;

g.    uniformly distributed live load floor load;

h.    the specified snow load, or the 1-in-50-year ground snow load and associated rain load;

i.     1-in-50 year hourly wind pressure (for resistance to racking and up-lift);

j.     where the home is to be installed on piers, the allowable 1-in-50 wind pressure for resistance to overturning without anchorage (see CSA-Z240.10.1);

k.    seismic spectral response acceleration Sa(0.2);

l.     the effective thermal resistance of roof-ceiling, wall and floor assemblies, or the thermal resistance of the insulation installed in roof-ceiling, wall and floor assemblies;

m.  the overall thermal transmittance or energy rating for windows, doors and skylights;

n.    whether the cladding assembly is constructed with a capillary break;

o.    complete electrical rating (i.e., voltage, frequency, input current);

p.    a list of the appliances that have been factory-installed in the unit showing make, model and type of energy used (oil, gas, electric, wood);

q.    whether a sprinkler system has been installed;

r.     a statement of compliance with the acceptance criteria for deformation resistance where the home has been tested and evaluated in accordance with the deformation resistance test in CSA Z240.2.1;

s.     where a required heating appliance is delivered, the outside design temperature used in heat-loss calculations; and

t.     where a cooling appliance is delivered, the outside design temperature used in heat-gain calculations.

The marking method consists of a CSA PREFABRICATED HOMES label together with a specification nameplate or equally permanent marking bearing the rest of the required information.

PROVISION OF SET-UP INSTRUCTIONS:

Instructions – General

The manufacturer shall provide each prefabricated home with printed set-up instructions that include the following:

a)    transport, lifting, placement and installation procedures, foundation support & anchorage details, and information on the connection of services.

Note: Where multiple modules are installed in a home, a single instruction document may be provided for all modules.

b)    installation of all items to be installed or completed on site.

Instructions – Connections of prefabricated modules

In the case of a home constructed on site with multiple modules, the manufacturer shall provide instructions that describe, as applicable, the details for

a)    connecting the modules to provide the required structural strength and rigidity;

b)    maintaining the integrity of the air barrier system, vapour barrier, insulation, sheathing membrane, cladding, roofing and flashing at the joints between each module;

c)    connecting ducting, piping and wiring; and

d)    maintaining the integrity of fire separations and providing fire blocking between modules where required.
