BRAZIL (ANATEL) PUBLISHED NEW ACTS 3481 / 3482 / 3448

Effective May 30, 2019

National Telecommunications Agency (ANATEL) published three new Acts recently.

Act 3481: Technical requirements and test procedures for the assessment of the compliance of chargers used with mobile phone. This act revokes Act 493.

Act 3482: Guidelines for supplying the ANATEL approval security seal (Mint Label) for lithium batteries and chargers used in mobile phones. This Act revokes the Official Letter IG 10. Mint label (security seal) was kept as mandatory for mobile phone chargers and batteries. Label design, characteristics and material remain the same.

Act 3448: Technical requirements for the assessment of conformity for the Base Radio Station (BRS). This Act includes the requirements for BRS using AAS Technology (Active Antenna System).

Canada

CANADA (NRCAN) LATEST AMENDMENTS AND REGULATION FOR BATTERY CHARGERS

Effective May 15, 2019

Natural Resources Canada (NRCan) issued a notice in response to the latest amendments to the Canadian Energy Efficiency Regulation issued on October 31, 2018 to further clarify the regulatory definition of battery charging products in the regulation. This revision is to meet America DOE regulatory requirements for battery charging systems.

CSA c381.2-17, the prescribed test procedure for BCS products defines battery chargers as devices that can charge the batteries of consumer electronic products, including devices that can charge the batteries embedded in other consumer electronic products.

  • Battery charging products are defined as follows:
    • Products that meet the requirements of battery charging products refer to devices that charge batteries for wheelchairs, golf carts, low-speed vehicles or other terminal products (for examples: mobile phone with built-in battery, earphone with built-in battery, smart bracelet with built-in battery and other products).
  • The following equipment are not included:
    • Medical equipment
    • Spare battery charger
    • UPS power supply
  • Select 1 from 2 test methods:
    1. CSA c381.2-17 or
    2. 10 C.F.R. Appendix Y (cited the testing method from DOE)
      Energy efficiency limits refer to table c.1 of CSA c381.2-17.

The official text is as follows: A battery charger must have a unit energy consumption that is less than or equal to that set out for the battery charger’s product class in Table C.1 to CSA C381.2-17.

US/CANADA (FCC/ISED) CERTIFICATION FOR HOUSEHOLD APPLIANCES

The application for FCC/ISED certification of household appliances needs to conform to its certification standards and procedures.

Exemption for household appliances:

Part of household appliances can be exempted from certification according to the requirements of standard FCC Part 15. The requirements of products that can be exempted from certification are as follows:

  • Products with internal working frequency or generated working frequency ≤ 9 kHz are not defined as digital products and are exempt from the requirements of FCC Part 15.
  • According to the requirements of FCC Part 15.103(h), equipment with working frequency <705 MHz and powered by battery can be exempted from the requirements of FCC Part 15.
  • According to the requirements of FCC Part 15.103 (d), the digital circuits used in some household appliances can be exempted from the requirements of FCC Part 15. At the same time, this clause is extended to KDB 772105 for further explanation.

Label requirements for household appliances:

According to the requirement of KDB 89681, the qualified household appliances evaluated by SDoC process can be labeled with FCC Logo voluntarily. Exempted household appliances cannot be labeled with FCC Logo. Exempted household appliances can be labeled with FCC logo voluntarily only after they have passed the evaluation of SDoC. At the same time, the labels or instructions of household appliances need the following declarations of meeting the requirements of part 15. Exempted household appliances products cannot use following declarations of conformity unless they meet the requirements of SDoC.

This device complies with Part 15 of the FCC Rules. Operation is subject to the following two conditions:

  1. This device may not cause harmful interference, and
  2. This device must accept any interference received, including interference that may cause undesired operation.

SDoC: The supplier declares their products conform to the standards of FCC/ISED. The declaration is not arbitrary. It can be made only after the products meet the limit requirements, and the labels, user manuals, importers and technical materials of the product meet the requirements of the SDoC.

 FCC ID: Product testing needs to be carried out in a laboratory accredited by FCC. The certificates are issued after TCB finishing the verification of the submitted reports and technical documents.

 ISED ID: For certification of wireless products in Canada, testing needs to be carried out in ISED-accredited laboratories, and the certificates are issued after Certification Body (CB) finishing the verification of the submitted reports and technical documents.

Chile

CHILE (SUBTEL) UPDATED RULES FOR UNLICENSED DEVICES

Effective May 7, 2019

Telecommunication Authority SUBTEL published Resolution 855 which updated the regulations for short range unlicensed devices.

The important change includes the revised output power limit for WLAN frequency band 5150MHz – 5250MHz from EIRP 200mW, now is allowed up to EIRP 250mW (23.98 dBm).

The updated revision also contains the frequency bands & output power limit for IoT (Internet of Things) application.

China

CHINA (SRRC) OFFICIAL ANNOUNCEMENT 5G CATALOGUE

Effective June 6, 2019

Ministry of the People’s Republic of China revised the “Telecom Business Classification Catalogue (2015 Edition)” to add sub-category “A12-4 Fifth Generation Digital Cellular Mobile Communication Service” under the category A “Basic Telecommunications Service”, “A12 Cellular Mobile Communication Service”.

The 5G Catalogue is described as “The fifth-generation digital cellular mobile communication service refers to the services of voice, data, multimedia communication, etc. provided by the fifth-generation digital cellular mobile communication network.”

China 5G product certification status:

  • SRRC: Type approval application for 5G products has been formally accepted.
  • NAL: 5G products have been added to the catalogue, and have been accepted for the network

access license certification.

  • CCC: Certification body can accept 5G application. The product name can be marked as supporting

5G functions such as 5G number Word mobile phone, 5G wireless data terminal. However, EMC tests only cover 4G standard as currently EMC test standards for 5G products have not been published yet.

CHINA (SAMR) LATEST NEW FOR RoHS

Effective November 1, 2019

China State Administration for Market Regulation (SAMR) published an announcement in May 17th stating that from November 1, 2019, the products listed in the “Management Catalogue for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products (First Batch)” shall meet the requirements of the “Implementation Rule for the Conformity Assessment for Restricted Use of Hazardous Substances in Electrical and Electronic Products”.

According to the implementation rule, manufacturer shall select either voluntary certification or self-declaration to conduct conformity assessment of the restricted use of hazardous substances in electrical and electronic products.

European Commission

EUROPE (EC) PROPOSED HAMONIZATION OF RADIO SPECTRUM FOR SHORT RANGE DEVICES (SRDs)

The European Commission has published a draft Implementing Decision that proposes further amendment to Decision 2006/771/EC. The proposed amendment includes a modification to the band available for Wideband Data Transmission systems in the 60 GHz band, extending the range to 57-71 GHz:

INDIA (BIS) AUTOMATIC PROCESSING OF MODEL WITHDRAWAL AND CRITICAL COMPONENT LIST (CCL) UPDATE

Effective May 9, 2019

 

Bureau of Indian Standards (BIS) has issued the notification on model withdrawal & critical component list as follows:

 

  • Automatic process for Model Withdrawal and Critical Component List update
  • Check model number on portal prior to online submission
  • Model withdrawal / EOL declaration does not absolve licensee/AIR of the responsibility of the product in accordance with BIS Act, Rules and Regulations.
  • The safety critical components need to comply with existing regulations/guidelines
  • CCL update request when submitted by licensee will be placed on records and an automated indication would be sent.

Indonesia 

INDONESIA (SDPPI) – ACCEPTANCE OF EMC REPORT

 Effective May 9, 2019

 SDPPI latest announcement applied to all equipment with RF / Telecom function is subject to local testing in Indonesia, with the exception of tablet, cellular phones and handheld computers. These products can still be approved by document evaluation.

Recently CSA has been able to obtain product certification by using existing ETSI RED / FCC reports, however this route to compliance is now closed.

A further Decision letter of DIRJEN SDPPI No. 138 Tahun 2019 has been published listing the accredited overseas laboratories for which test reports will be accepted for tablet, cellular phones and handheld computers.

Japan

JAPAN (MIC) – CHANGED MARKING REQUIREMENTS FOR WIRELESS PRODUCT CERTIFICATION

 Effective February 8, 2019

 The Japanese Ministry of Internal Affairs and Communications (MIC) issued amendments to two existing Ordinances on wireless product certification:

  • Ordinance № 15 of 2004: Technical Standards Conformity Certification of Telecommunications Terminal Equipment
  • Ordinance № 37 of 1981: Technical Standards Conformity Certification of Specified Radio Equipment

The MIC revised the indication or display method of the technical conformity mark (giteki mark) and the size requirement for the conformity mark. It has been 3 mm or greater and now it is changed to “the size which allows anyone to distinguish the mark easily.” The MIC also established provisions for the display of the required information using an external display.

INDONESIA (SNI) UPDATED MANDATORY LIST OF AV PRODUCTS

Effective June 26, 2019

Indonesian National Standard (SNI) applied enforcement of SNI 04-6253-2003 on Audio Video and Similar Electronic Apparatus for any types of products and under tariff post/HS Code. AV products covered by this ministry regulation are television sets with screen sizes up to 42 inches, DVD disc player and Blu-ray disc player, car head units, active speaker, set top boxes for television sets etc.

MALAYSIA SIRIM (MCMC) UPDATES ON CERTIFICATION REQUIREMENTS

Effective May 14, 2019

The Standard and Industrial Research Institute of Malaysia (SIRIM) published the regulation and certification requirements for Compliance Approval on Communication, Multimedia, and Hybrid Equipment.

The following certification requirements have been reassessed and updated for implementation.

  • Method For Submission Of Sample

Option 1: Submit complete set of sample

Option 2: Request for on-site inspection of complete set of sample

Option 3: Applicant may submit photos of sample as per SIRIM requirements

  • Acceptance Of Test Report

Test report which is issued five years or more from its issuance date may be submitted for certification if it meeting all SIRIM criteria. It may be subject to the preliminary evaluation to ensure acceptance of test report that is more than five years.

  • Importation Document For Sample

In cases of sample without any importation document, the applicant shall submit a duly signed declaration letter that contains the following details:

  1. a) Applicant details
  2. b) Product details
  3. c) Consignor details
  4. d) Consignee details
  5. e) Mode of transport (e.g. courier, post, hand carry via maritime/rail/road/air etc.)
  6. f) Country/Place of origin

New Zealand

NEW ZEALAND UPDATED REGULATIONS FOR SHORT RANGE DEVICES (SRDs)

Effective April 8, 2019

A new edition of the General User Radio Licence for Short Range Devices (GURL-SRDs) came into effect April 8, 2019. Wireless Power Transfer (WPT) can use 9-205 kHz and 315-430 kHz.

Amendments to New Zealand’s GURL-SRD include:

  • a new provision to clarify the use of the frequency range 5725 – 5850 MHz for customer premise equipment with higher antenna gain operating in conjunction with an associated fixed radio link device acting as a central access point, as permitted in the Radio communications Regulations (General User Radio Licence for Fixed Radio Link Devices) Notice 2015
  • an increase in maximum transmission power (e.i.r.p.) in the frequency range 502 – 510 MHz from −10 dBW to −3 dBW in order to align with the same power as permitted in General User Spectrum Licence for UHF Radio Microphone (Licence number 222922)
  • a new special condition 29 was added to clarify that the frequency ranges 0.009 – 0.205 MHz and 0.315 – 0.430 MHz could also be used for applications such as wireless power transfer systems
  • an amendment to the provision in the frequency range 184 – 230 MHz to reflect the updated lower frequency boundary due to the reallocation of the frequency range 174 – 184 MHz for land mobile use
  • an amendment to Special Condition 14 by applying the duty cycle requirement only for the portion in 405 – 406 MHz, instead of the frequency range 402 – 406 MHz
  • an amalgamation of two previous provisions in 76 – 77 GHz and 77 – 81 GHz into a single contiguous provision 76 – 81 GHz with the maximum transmission power (e.i.r.p.) at 25 dBW
