Preface
This is the first edition of CSA Standard Z318.0, Commissioning of Health Care Facilities. It is the first in a series of Standards on the commissioning requirement for the design, construction, and maintenance of health care facilities.
The purpose is to provide a Standard for the process of commissioning for the construction or renovation of health care facilities. This document will assist architects, engineers, contractors, and health care facility administrators to plan, design, commission, and operate their health care facility effectively and efficiently. While this is a general document, further Standards in the series will detail the special requirements for the commissioning of the technical systems of heating, ventilation, and air conditioning (HVAC) systems; controls; plumbing systems; fire safety systems; electrical equipment and systems; medical gas systems; communications systems; and other systems as defined by the Subcommittee.
This Standard discusses only those general requirements pertinent to health care facility design, construction, and operation. It is based on Alberta Public Works, Supply and Services Guidelines, the American Society of Heating, Refrigeration, and Air-Conditioning Engineers, Inc. (ASHRAE) Standards, CSA Standard CAN/CSA-Z317.2-M91, Special Requirements for Heating, Ventilation and Air Conditioning (HAVAC) Systems in Health Care Facilities, and other applicable sources. A comprehensive bibliography is to be found in Appendix A.
This Standard was developed by a subcommittee of the CSA Technical Committee on Environmental Control in Health Care Facilities under the jurisdiction of the Standards Steering Committee on Health Care Technology and was formally approved by these Committees.
Scope
1.1
This Standard provides guidelines for the commissioning of health care facilities (HCFs). This Standard is not intended to dictate the actual design, design initiatives, construction procedures, or operating procedures. Rather it is intended to provide guidance to the user/owner and designer to develop a plan that ensures the facility functions as specified and is able to operate as intended.
1.2
This Standard applies to new construction as well as redevelopment or renovation of existing facilities.
1.3
This Standard should be used with the CSA Standards Z318.1 to Z318.7. These Standards deal with the commissioning of specific HCF subsystems.
