Preface
This is the third edition of CSA C22.2 No. 250.4, Portable luminaires, one of a series of Standards issued by CSA Group under Part II of the Canadian Electrical Code. It supersedes the previous editions published in 2020 and 2014.
This Standard contains specific requirements for portable luminaires and is intended to be used together with the requirements for luminaires contained in CSA C22.2 No. 250.0.
The major changes to this edition include
a) the removal of Annex AA;
b) revisions to the requirements for luminaires powered by rechargeable batteries to exclude luminaires requiring compliance to CSA C22.2 No. 250.5 (Clauses 1.2, 1.3, 13.6, 13.7, and 13.8.1);
c) updates in accordance with CSA C22.2 No. 250.0:21 (Clauses 5.10.12, 5.10.14, 6.10, 6.11.2, 6.16, 6.20, 8.6.5, 10.7, 13.5.8, 15.108, 17.111, 17.112, 18.103, 18.105, and 20.2.2, Table 18.105.1, and Annex K;
d) additional requirements for LED luminaires (Clauses 10.101, 10.102, and 10.103);
e) revision to the requirements for clamp-on luminaires (Clauses 13.3.4 and 17.110);
f) addition of a note for waiving the maximum tipping moment test for a direct plug-in device (Clause 11.103); and
g) revision to the load test requirements for handlamps and external ring hangers (Clauses 5.11.103 and 13.4.4.1).

This Standard is considered suitable for use for conformity assessment within the stated scope of the Standard.
This Standard was prepared by the Integrated Committee on Lighting Products, under the jurisdiction of the Technical Committee on Consumer and Commercial Products and the Strategic Steering Committee on Requirements for Electrical Safety, and has been formally approved by the Technical Committee.
This Standard has been developed in compliance with Standards Council of Canada requirements for National Standards of Canada. It has been published as a National Standard of Canada by CSA Group.
Scope
1.1
This Standard applies to portable luminaires, intended for use in dry, damp, and wet locations, and intended to be used in accordance with the Rules of CSA C22.1, Canadian Electrical Code, Part I, in non- hazardous locations, on a nominal 120 V system and 15 or 20 A branch circuits, or on the load side of a Class 2, LED Class 2, or safety extra-low voltage (SELV) circuit.

This Standard applies to portable, incandescent, fluorescent, HID, LED, and other lighting technology luminaires for illuminative or decorative purposes and combinations of these, such as
a) amateur movie lights;
b) aquarium;
c) cabinet (including under-cabinet);
d) clamp type;
e) chain-and-hook-supported types (including flexible-cord-, steel-cable-or rope-supported);
f) colour wheels;
g) display case type;
h) drafting type;
i) electronic (flashing, touch-control) types;
j) extension handlamps;
k) extra low voltage portable luminaires, supplied from a remote power source;
l) fibre-optic types;
m) flood lights;
n) floor type;
o) counterfeit detectors;
p) hobby type;
q) hospital type;
r) illuminated forms or shapes (figurines, fire logs, terrestrial globes, plaques, etc.);
s) kits, portable luminaires;
t) machine-shop lamps (e.g., illuminated shields for use with electric grinders);
u) make-up mirrors;
v) office furnishing luminaires;
w) picture lights;
x) planter lights;
y) paint curing types;
z) table type;
aa) wall (pin-ups);
ab) work lamps; and
ac) battery-operated luminaires intended to operate unattended while disconnected from an external power source.

This Standard does not apply to luminaires covered by other applicable standards, such as
a) decorative lighting products;
b) emergency lighting equipment;
c) stage and studio luminaires;
d) electric signs and displays;
e) radiant heaters and infrared and ultraviolet lamp assemblies for cosmetic or hygienic;
f) purposes in non-medical applications;
g) low voltage landscape lighting systems;
h) submersible lighting systems;
i) direct plug-in nightlights;
j) flashlights and lanterns; and
k) horticultural lighting equipment and systems.
1.4
For the purpose of this Standard, the term luminaire means portable luminaire.
1.5
In this Standard, shall is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the standard; should is used to express a recommendation or that which is advised but not required; and may is used to express an option or that which is permissible within the limits of the standard.
Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material.
Notes to tables and figures are considered part of the table or figure and may be written as requirements.
Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
