1.1.1 This Standard sets forth requirements and guidance on design principles, safety levels, and loads to be used in connection with the design, construction, transportation, installation, and decommissioning of fixed offshore structures.
1.1.2 It is intended to cover all such fixed offshore structures, or parts thereof, including the main deck and topside structures, whether of steel, reinforced concrete, composite, hy brid, or earth-filled construction.
Notes: (1) This Standard does not contain specific requirements for the operation, maintenance, service-life inspection, or repair of fixed offshore structures. (2) Mechanical and electrical equipment and any specialized equipment associated with offshore operations are not covered except insofar as the structure must be able to sustain safely the loads imposed by the installation, housing, and operation of such equipment.
1.2 Alternative Design Procedures
1.2.1 An alternative design method based on theoretical analysis and recognized engineering practice may be used in lieu of t he design process provided in this Standard. In all such cases the design should provide levels of safety and serviceability at least equal to those provided by the requirements of this Standard.
1.2.2 Novel or special structural elements may be used where they are designed using analytical and engineering principles and reliable test data that demonstrate that the levels of safety and serviceability provided are at least equal to those provided by the requirements of this Standard.
