Preface
This is the first edition of CSA Standard CAN/CSA-S413, Parking Structures. The requirements are in SI (metric) units. It was prepared in response to concerns expressed about the deterioration of parking structures. The terms of reference, drafted by the CSA Steering Committee on Structures (Design), were as follows:
(a) The Committee is responsible for the preparation and periodic updating of a Standard setting forth the design, construction, and maintenance requirements for structures and parts of structures used for vehicles.
(b) Both enclosed and open-air new parking structures constructed of structural steel, reinforced concrete, or a combination of these materials fall within the scope of this Standard.
(c) The structural design methods, loadings, and limit states referenced and specified in the Standard shall be those set forth in the National Building Code of Canada, except where more detailed or stringent requirements are necessary to ensure the long-term serviceability of parking structures.
(d) In preparing the Standard, the Committee shall give due consideration to the possible differentiation of requirements appropriate for parking structures located in the various geographic regions of Canada.
(e) The Standard shall specifically address means of prevention of the deterioration of concrete and steel elements and assemblies caused by the use of de-icing chemicals on pavements combined, where appropriate, with the effects of freeze—thaw cycling. In so doing, the use of sealers and waterproofing membranes shall be considered, along with means of providing for enhanced durability of the basic structural materials used in construction. The Standard shall also provide requirements to control the flow of liquid from one area of the structure to another, and in so doing set forth provision for expansion joints and drainage. Other means of achieving long-term serviceability including maintenance, shall be addressed in the Standard as felt necessary.
(f) The Committee shall establish appropriate liaison with other CSA Technical Committees in the area of reinforced concrete and structural steel design, materials and construction for buildings, as well as with CGSB committees responsible for Standards for waterproofing membranes, sealers, and protective coatings.
The Technical Committee on Durable Parking Structures included representatives from - the various geographic regions of Canada knowledgeable in the design and construction of parking structures. Technical Committee meetings were held from 1983 to 1987, in addition to numerous meetings held by the Subcommittees. Close liaison was maintained with the CSA Committees on Concrete Design, Portland Cement, and Concrete Admixtures during the development of the Standard.
The Committee intends to review and update this Standard on a continuing basis and to maintain liaison with other relevant committees.
This Standard was prepared by the CSA Technical Committee on Durable Parking Structures under the jurisdiction of the CSA Steering Committee on Structures (Design) and was formally approved by these Committees. It was approved as a National Standard of Canada by the Standards Council of Canada.
Scope
1. 1 General
This Standard specifies special requirements for the durability aspects of the design and construction of new parking structures.
Note: Appendix E contains maintenance recommendations.
1.2 Repair of Existing Parking Structures
This Standard does not cover the repair of existing parking structures.
