    Please note – CSA Z45001:19, Occupational health and safety management systems – Requirements with guidance for use, is the National Standard of Canada, and CSA Z1000:14, Occupational health and safety management is an active standard; however, during the next systematic review by the Technical Committee in 2024, CSA Z1000 will be proposed for withdrawal.


    Overview:


    CSA Z1000 - Occupational Health & Safety Management Systems – has been designed to help organizations improve their occupational health & safety performance and reduce workplace injuries, illnesses and fatalities. It is the core component in our series of OHS standards that address training, hazard identification, risk management, workplace ergonomics, and other key disciplines following the Plan-Do-Check-Act Model that aids in building a more effective OHS Management System.


    Who Should Use CSA Z1000:


    CSA Z1000 is applicable to organizations of all sizes, in virtually any industry. While your business may not pose clear or obvious risks to workers, every workplace has inherent risks that need to be effectively identified and managed to help keep workers safe.


    Highlights of Z1000:


    • Harmonized with other safety standards such as CSA Z1001 and Z1002


    • Provides clarification of nonconformities with explanation of the distinction between “corrective” and “preventive” actions


    • Guidance on worker participation in OHSMS-related activities, including involvement of health & safety committees


    • Provides an expansion of the requirements for OHSMS management review and plans for continual improvement


    • Addresses hazard elimination, risk identification and assessment and the concept of “residual risk” as that remaining after all controls have been implemented (ref. CSA Z1002)


    • Provides competency requirements for OHSMS auditors (both internal and external)


    • Details provisions and guidance for internal and external audits, including audit program components and selection of the auditor


    • Introduces a new table detailing the corresponding clauses between Z1000 and the other standards in the Z1000 series (Annex D)


    • Expanded procurement and contracting requirements

    Preface


    This is the second edition of CSA Z1000, Occupational health and safety management. It supersedes the first edition published in 2006. 


    As a fundamental concept, and to identify the inclusiveness of an occupational health and safety management system, this Standard defines occupational health and safety as: the promotion in the workplace of the physical, mental, and social wellbeing of workers and the protection of workers from, and the prevention of, workplace conditions and factors adverse to their health and safety. 


    Many organizations have a system in which the workplace parties are accountable for health and safety within their respective control or authority. When used in this context, CSA Z1000 provides a model for establishing, implementing, and maintaining an occupational health and safety management system. Such a system encourages a more systematic approach to meeting defined occupational health and safety objectives and increases awareness of health and safety in the workplace. It can also assist organizations seeking certification under federal, provincial, and sector-based certification programs (e.g., Certificates of Recognition). 


    New to this edition are as follows: 


    a) Harmonization with new management system standards in CSA's Z1000 series. 


    b) Clarification of nonconformities and an explanation of the distinction between corrective actions and preventive actions. 


    c) Expansion of the requirements for OHSMS management review and plans for continual improvement.

    Introduction


    0.1

    This Standard specifies requirements for an occupational health and safety management system (OHSMS). The purpose of this Standard is to protect and enhance worker health, safety, and well-being in the workplace and optimize OHSMS performance to prevent occupational incidents, injuries, illnesses, damage to health, and fatalities and/or reduce the severity of harm related to occupational activities and the work environment by 


    a) establishing, maintaining, and improving an OHSMS that will identify and eliminate OHS hazards, and assess and control risk; 


    b) ensuring conformity with its OHS policy; and 


    c) demonstrating conformity with this Standard by


    i) making a self-determination and self-declaration; 


    ii) receiving confirmation of its self-declaration by an outside party, independent of the organization; or 


    iii) gaining certification/registration of its OHSMS (to this Standard) by an outside organization.

    All the requirements in this Standard are intended to be incorporated into an OHSMS. The extent of the application will depend on the circumstances particular to the organization, such as the nature and location of its operations, and the conditions in which it functions. 


    0.3

    While the scope of CSA Z1000 covers occupational health and safety, it can also be used to support other initiatives such as social responsibility and sustainability. The adoption of CSA Z1000 fits well with organizations desiring long-term sustainable growth in a socially responsible manner by reducing injury and illness and improving overall worker well-being.

    This Standard contains Annex material which provides guidance for many parts of the Standard. The reader is encouraged to refer to the Annexes to gain a deeper understanding of the purpose and intent for Standard clauses for which guidance has been provided. 


    Scope


    1.1

    This Standard specifies requirements for an occupational health and safety management system (OHSMS). 


    This Standard is applicable to an organization of any size or type. 


    This Standard is intended to address occupational health and safety. It is not intended to address the safety of products an organization produces. 


    Note:

    1.2

    In this Standard, shall is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the standard; should is used to express a recommendation or that which is advised but not required; and may is used to express an option or that which is permissible within the limits of the Standard. 


    Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material. 


    Notes to tables and figures are considered part of the table or figure and may be written as requirements. 


    Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
