    Preface

    This is the second edition of CSA C811, Performance of highmast luminaires for roadway lighting. It supersedes the first edition published in 1998.

    This Standard establishes the minimum performance requirements for commonly used highmast luminaires for roadway lighting. Safety requirements for highmast luminaires are included in CSA C22.2 No. 250.0 and CSA C22.2 N250.13. This new edition includes high pressure sodium (HPS), metal halide (MH), and light emitting diodes (LED) light sources.

    While this Standard was developed with the objective of improving the energy efficiency of luminaires used in roadway and street lighting applications, it does not set out system design requirements. Instead, this Standard specifies unit power density (UPD) levels for the purpose of measuring optical efficiency. It is the responsibility of designers to select the optimal combination of fixture type, pole height, and spacing to ensure an optically efficient design. For guidance on design, see ANSI/IES RP-8.

    This Standard is considered suitable for use for conformity assessment within the stated scope of the Standard.

    CSA Group acknowledges that the development of this Standard was made possible, in part, by the financial support of BC Hydro, the Canadian Electricity Association, Efficiency Nova Scotia, Manitoba Hydro, Natural Resources Canada, the Ontario Ministry of Energy, and Saskpower.

    This Standard has been developed in compliance with Standards Council of Canada requirements for National Standards of Canada. It has been published as a National Standard of Canada by CSA Group.

    Scope

    1.1

    This Standard specifies photometric performance requirements for highmast luminaires that are used for roadway applications.

    1.2

    The following light sources are addressed in this Standard:

    a) clear HPS lamp;

    b) clear metal halide lamp; and

    c) LED.

    Note: Future editions of this Standard might include other light sources.

    1.3

    This Standard applies to highmast luminaires used along freeways in standard layout arrangements.

    1.4

    This Standard is based on

    a) average luminance, average illuminance, luminance uniformity ratio, illuminance uniformity ratio, and veiling luminance ratio as defined in ANSI/IES RP-8;

    b) rated lamp watts and rated lamp lumens for HID sources;

    c) rated luminaires watts and rated luminaires lumens for LED sources;

    d) absolute photometry for LED sources as per IES-LM 79; and

    e) light trespass criteria (eye illuminance and luminous intensity) as per IES TM-11.

    1.5

    In this Standard, shall is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the standard; should is used to express a recommendation or that which is advised but not required; and may is used to express an option or that which is permissible within the limits of the standard.

    Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material.

    Notes to tables and figures are considered part of the table or figure and may be written as requirements.

    Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.

    1.6

    The values given in SI (metric) units are the standard. The values given in parentheses are for information only.

    1.7

    This Standard is based on technical data gathered from manufacturers and calculations performed on this data.
