Preface
This is the first edition of CSA Standard B311, Safety Code for Manlifts, and is written in SI (metric) units. It was prepared at the request of provincial and federal authorities responsible for the administration of regulations governing the installation and use of manlifts.
This Standard is intended to be used as a reference for safety requirements by manufacturers, architects, building designers, and users of manlifts, and as a guide by authorities having jurisdiction, and will, it is hoped, promote uniformity in the promulgation of regulations throughout Canada.
The accessibility of manlifts to the general public was a concern of the Committee in the development of this Standard. Such equipment must only be used by authorized personnel who are familiar with it and properly trained in its operation. Permission to install manlifts, it is emphasized, can be given only by the authority having jurisdiction, which will decide upon the suitability of the installation.
This Standard was prepared by the Technical Committee on Manlifts under the jurisdiction of the Standards Steering Committee on Lifting, Hoisting and Related Devices, and was formally approved by these Committees.
Scope
1.1 General
1.1.1
This Standard establishes minimum requirements for the design, construction, installation, operation, inspection, testing, alteration, and maintenance of permanently installed manlifts for the vertical transportation of authorized personnel and, where applicable, their tools and equipment.
1.1.2
This Standard does not apply to:
(a) mine hoists;
(b) hoists for raising and lowering personnel or materials, or both, covered by CSA Standards Z185, Safety Code for Personnel Hoists, and Z256, Safety Code for Material Hoists;
(c) devices covered by CSA Standard B44, Safety Code for Elevators, Dumbwaiters, Escalators, and Moving Walks;
(d) devices covered by CSA Standards Z271, Safety Code for Powered Platforms, and B354, Elevating Mobile Work Platforms.
