1. Scope
1.1 The purpose of this Special Publication is to provide general guidance to organizations of all types and sizes for the development and implementation of pollution prevention programs. It provides an overview of a pollution prevention program and discusses the key elements and steps involved in establishing a program. A Pollution Prevention Action Plan Checklist is included as Appendix A to assist organizations with the development and implementation of their pollution prevention programs.
Pollution prevention is one component of an Environmental Management System (EMS) that can help organizations address many of the needs identified by CSA Guideline Z750. This relationship is schematically presented in Figure 1. Each market sector will encounter sector-specific issues that may act as barriers or opportunities for pollution prevention. CSA has acknowledged there are sector-specific issues and is prepared to develop sector specific guidelines should the need arise.
1.2 This document
(a) examines the relationship between an organization's EMS and its pollution prevention program;
(b) describes the integration of pollution prevention with an organization's EMS;
(c) assists in the identification of pollution prevention opportunities;
(d) provides guidance for the selection of the pollution prevention techniques that best suit an organization;
(e) provides models for the economic analysis of pollution prevention opportunities;
(f) relates Canadian success stories; and
(g) provides a common language and framework for implementing pollution prevention.
