Construction using pre-fabricated modules to assemble low- and high-rise buildings can have many advantages, from increased worker safety and faster project completion to reductions in transportation needs and waste production. Despite these benefits, the uptake of modular construction in Canada is relatively slow. This can be attributed, in part, to a lack of understanding of the method by those involved in design, regulatory permitting, inspections, and approvals. Inconsistent adoption of modular standards across the country also contributes to the challenge.

To help increase stakeholder confidence in modular construction as an effective, efficient, and resilient building process, CSA Group is facilitating the development of new standards and guidelines. Supported by in-depth research, CSA standards address various aspects of modular construction, including:

• certification of pre-fabricated buildings, modules, and panels;
• end-to-end processes for the delivery of modular buildings;
• roles and responsibilities of various stakeholders throughout the entire modular building project; and
• best practices in issuing approvals, obtaining permits, and facilitating inspections.
