CSA Standards Announces Alex Milne as the 2011 recipient of the prestigious John Jenkins Award

CSA Standards, a leading standards-based solutions organization, today officially announces Mr. Alex Milne, of Burlington, Ontario, as the recipient of the 2011 John Jenkins Award. The award is CSA Standards’ most prestigious honour, bestowed upon the person who is judged to have rendered distinguished service in the development, advancement, and application of voluntary standards.

The 2011 John Jenkins Award was presented to Mr. Milne by Bonnie Rose, President, CSA Standards, at a special awards ceremony held during the CSA Standards Annual Conference in Victoria, British Columbia. The award recognizes Alex Milne’s more than 40 years of knowledge and advocacy towards lighting standards, the lighting industry and electrical safety standards, especially with his contributions to the Canadian Electrical Code (CEC) Parts I and II.

“Alex Milne has been indispensible in the area of lighting standards in North America,” says Bonnie Rose, President, CSA Standards. “An admirable proponent and determined advocate of CSA, his expertise in the realm of lighting is exemplified through his positions on 30 different CSA technical committees, including the Technical Committee on Consumer and Commercial Products, of which he is the current Chair.”

Mr. Milne chaired the Integrated Committee on Lighting Products (ICLP) and its predecessor for 20 years and has been an integral and active member of the CSA C22.2 No.0.15 standard on Adhesive Labels. He is also a driving force in the development of a harmonized standard for luminaires and his contributions have resulted in a single North American standard for them and self-ballasted compact fluorescent lamps.

Mr. Milne continues to also be an active member of the Council for Harmonization of Electrotechnical Standards of the Nations of the Americas bi-national and tri-national standards committees. He is a past Chair of the Canadian subcommittee to International Electrotechnical Commission (IEC) Technical Committee 34 and its various subcommittees. Through tireless enthusiasm and leadership, he helped develop and submit the Canadian consensus position on IEC lighting standards with a view of promoting both Canadian and North American requirements of these standards internationally.

He currently works as a consultant and self-employed sales agent to the lighting and appliance industry.

About the John Jenkins Award

The John Jenkins Award is CSA Standards’ most prestigious honour. Nominations for the Award are open to individuals who have: shown leadership in various areas – through personal involvement over a period of years – in the development, advancement, and application of voluntary standards; encouraged the development and advancement of standards both nationally and internationally; and through foresight and action, helped to substantially advance the arts and sciences related to standardization. CSA Standards employees are not eligible.

Established in 1978 in memory of Dr. John Jenkins, the award commemorates the devotion and commitment demonstrated by Dr. Jenkins’ more than 27 years of voluntary service to CSA and standards development. Dr. Jenkins immigrated to Canada from England in 1912 and went on to graduate from the University of British Columbia in 1923 as the country’s first Forest Engineer. He served as a Colonel and Director of Military Planning at Defence Headquarters during World War II and, before his retirement in 1966, he was Director of the Forest Products Research Branch for the Federal Department of Forestry.

During his time with CSA Standards, Dr. Jenkins served as President – now Chairman of the Board – from 1967 to 1969, Chairman of the Standards Policy Board from 1969 to 1977, and Chairman of all major Standards committees related to lumber and building products. On June 19, 1975, Dr. Jenkins was inducted as an Honorary Member of CSA Standards in recognition of his outstanding service. He passed away at his Ottawa home on November 7, 1977.
