ANATEL RELEASES UPDATED ACT

On September 27, 2018, ANATEL released Act 6506/2018 – Radiated EMC Requirements.

Act 6506/2018 establishes the test procedures for the conformity assessment of Restricted Radio Communication Equipment.

Compared to the previous Act (Act 11542/2017), Act 6506/2018 includes the procedures for EMC radiated (Emission and Immunity) testing applied to devices incorporating wireless function such as: WiFi, Bluetooth, RFID, Zigbee, NFC, SRD and many others under the scope of Resolution 680/2017.

  • Effective September 26, 2018, ANATEL stopped accepting 11ad WiGig testing reports from foreign labs since in-country labs are now capable of 802.11ad WiGig testing with (the) scope to perform RF testing up to 220 GHz.
  • Effective September 26, 2018, other devices working at high frequencies, such as 24 GHz Radar sensors, will require local testing as well.
  • Effective Oct 3, 2018, Host devices using certified WWAN Modules will require IPv6 testing.

Host devices using certified WWAN module will need to do IPv6 testing, but only the standard RFC 2460 items (no need to test the 3GPP or ETSI items). In this case, it will be still possible to skip the WWAN functional testing and IPv6 3GPP / ETSI items, all other items like IPv6 RFC, EMC and Safety must be done in the host.

ANATEL CLARIFIES EMC TEST PROCEDURES

On Nov 7th, 2018, ANATEL sent an official letter to with clarification about EMC test procedures

on Restricted Radiation Transceivers from Act 5.506/2018.  The clarifications are as follows:

  • Change to Renewal Procedure: According to Item 4 of this letter, ANATEL is exempting already approved products from being tested for radiated emissions and RF irradiated immunity in the renewals. This means that only safety testing will be required for Category I and Category II devices installed in end-user environments and radiated EMC will not be required in the renewal anymore.
  • RF Radiated Immunity (IEC 61000-4-3) does not need to be applied to each WIFI technology as understood by OCD and labs before and from now on only needs to be done in the most complex modulation with the largest BW/speed for each frequency band. This represents a great reduction in the testing fee for manufacturers. For example, considering WIFI 802.11 b/g/a/n/ac + Bluetooth (EDR+LE) + NFC device:

Per IAF Resolution 2013-15, after Sept 15th, 2018 only ISO 9001: 2015 Certificates will be accepted for ANATEL & INMETRO approvals. ISO certification issued under norm ISO 9001:2008 will expire starting September 14, 2018. For products already homologated with the old version of ISO 9001, there are no changes – but the new valid certificate according to ISO 9001:2015 should be presented when performing a renewal if applicable.

The technical regulation of Belarus “Means of telecommunication Security No 2018/024/ BY” will come into force on January 1, 2019.

The list of products that fall to CoC and scheme are described in the technical regulation, and all required conformity tests must be done at accredited local labs.
