Russia Starts New Year with New Conformity Assessment Procedure
From January 1, 2021, the declaration of conformity registration procedure changes start to apply in Russia. Only an EAEU resident that has a qualified electronic signature can register the declaration through the Federal Government Information System of the Federal Service for Accreditation online platform (hereinafter referred to as FGIS RusAccreditation online platform).
However, there are exceptional cases that require participation of the conformity body in the registration procedure according to the requirements indicated in some EAEU technical regulations.
In addition, the procedure for the formation and maintenance of a unified register of certificates of conformity is also going to be changed from January 1, 2021. The Workflow will be carried out in electronic form that makes it more traceable.
One of the mandatory requirements for carrying out work on product certification in the EAEU is to conduct certification tests of product samples in accredited testing laboratories.
The manufacturer should provide the required quantity of samples according to each EAEU TRs requirements. The number of samples required for certification testing depends on the specific product, applicable EAEU Technical Regulations (TRs) and standards. It is the certification body who determines the required number of samples for testing in an accredited laboratory after the application has been analyzed.
Depending on the applicable EAEU TRs requirements, the number of samples can vary. Thus, if you applied for certification of information technology products or household appliances you should be ready to provide at least 6 samples for testing (1 sample for testing against safety requirements plus 5 samples for EMC testing).
When importing the samples, an importer must fill in a cargo custom declaration at Customs where it is necessary to indicate the quantity of samples for testing. The information on the cargo customs declaration will be indicated in the certificates that can be easily checked within the surveillance procedure. If the quantity of samples for testing will be less than required, the issued certificates may be canceled at any time due to violation of the procedure for importing samples and issuing a certificate of conformity and the conformity body can lose its accreditation.
