Brazil (ANATEL) Declaration of SAR Value on Product Packaging or Manual

Effective January 30, 2019

Resolution No. 700/2018, Article 11 and Official Letter No. 659/2018 published by ANATEL.

All portable devices subject to SAR tests will have to show in their packaging or physical/electronic manual the maximum SAR value measured by the lab during SAR tests. When the manufacturer decides to display this information in the electronic manual, it is required to have details in the physical manual indicating how to access the electronic manual.

ANATEL Official Letter nº 38/2004 warning and ANATEL SAR warning.

Text below must be included in the user manual:

IMPORTANTE NOTE: When the product is a restrict radiation device (unlicensed device, such as WIFI, BT, RFID, SRD, etc.), the Res. 680 phrase must be added too.

Brazil (ANATEL) Technical Requirements for Terminals and Base Station Radios using NB-IoT Technology

Effective February, 2019

ANATEL published Act nº 630 (ETA – Access Terminal Station), Act nº 631 (Transceiver for Radio Base Station) to include the NB-IoT requirements.

No laboratory is able to do NB-IoT testing in Brazil. It may be possible to accept reports done by foreigner labs. In this case, the following rules must be obeyed:

  1. Testing was done within 2 years
  2. Testing was done by a laboratory accredited by an ILAC member (
  3. Test report must refer to the standards described in the ANATEL requirements

Table below shows the new standards included for NB-IoT:
