Preface
This is the first edition of CSA EXP13, Quality assurance requirements for pipe and components.
This Express Document is not a consensus product; that is, it is not a Standard and it has not been formally reviewed or approved by a CSA Technical Committee. This Express Document may be used as a basis for further standardization.
This Express Document recognizes the need for additional requirements governing the quality assurance of pipe and components during procurement for oil and gas pipeline systems, and therefore is intended to be supplemental to and not a replacement of the requirements set out for pipe and components in any current national or international standards.

Scope
1.1 General
Note: There is a commentary available for this Clause. See Annex A.
This Document covers carbon steel pipe and components, where they are primarily intended for use in oil or gas pipeline systems, that are qualified for use as specified in Clauses 5.1 and 5.2 of CSA Z662. Requirements are written as applying to an operating company to standardize the minimum requirements to ensure the quality of pipe and components used in oil and gas pipelines.
The requirements are separated into two categories: general requirements that apply to all pipe and components within the scope, and additional requirements to specific pipe and components (see Clauses 4and 5, respectively).
The following pipe and components are covered by this Document: pipe; fittings; flanges; and valves as specified in Clauses 5.1 and 5.2 of CSA Z662.
1.2 Excluded from scope
Note: There is a commentary available for this Clause. See Annex A.
The following are excluded from this Document, where used for non-sour service:
a) pipe and components that have a diameter below nominal pipe size (NPS) 6;
b) pipe and components below grade 359 or equivalent; or
c) pipe and components installed in gas distribution systems as defined by Clause 12 of CSA Z662.
Note: Individual cases that meet these exclusion criteria are unique to the circumstances of the specific operation of pipe and components and any receptors of a possible failure incident and could benefit from application of the requirements in this Document. The decision to include or exclude these requirements fall to the operating company in these circumstances.
1.3 Competency
This Document is intended to establish supplementary requirements and standards for governing the quality assurance of certain pipe and components during manufacture and procurement for oil and gas pipeline systems. This Document is intended to be used by persons competent to make technical judgements in the areas to which this Document is being applied.
1.4 Terminology
In this Document, shall is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the Document; should is used to express a recommendation or that which is advised but not required; and may is used to express an option or that which is permissible within the limits of the Document.
Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material.
Notes to tables and figures are considered part of the table or figure and may be written as requirements.
Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
